Bomb shelter grant in Tallinn: Up to €7,000 for housing associations

What is the shelter grant and who is it for?

To increase crisis readiness, the City of Tallinn is supporting housing associations in establishing shelters. The grant covers up to 70% of the costs, reaching a maximum of 7,000 euros per association. It's an easy way to create a secure, bomb-proof basement for residents.

The building must be located in Tallinn and have a total apartment area of at least 1,200 m². 80% must be privately owned, and the association's general meeting must make an official decision. It's direct support without a competitive tender, meaning fast implementation.

Which works are eligible?

The primary eligible cost is total basement clearance. This includes dismantling old furniture, cabinets, shelves, unneeded partitions, and fully clearing evacuation routes and doors from massive debris.

Official waste removal based on volume and proper utilization at a waste facility are officially eligible activities covered by the grant.
